Quebec decided to make it less of a request.

Montreal has been trialling a system where retractable yellow bollards are embedded in the road at crosswalks. When a pedestrian steps onto the crossing, the bollards rise automatically from the surface, forming a physical barrier across the lane. The car cannot proceed. There is no ambiguity. There is no choice.

The signs beside the crossings read “Priorité aux piétons” — pedestrian priority. Except unlike a standard priority sign, this one is enforced by a row of immovable yellow posts rather than the goodwill of whoever happens to be driving.

Pedestrian deaths at crosswalks are one of the most persistent and preventable problems in urban design. The standard solutions — better signage, longer crossing times, flashing lights — all rely on the driver paying attention and choosing to stop. The bollard system removes that variable entirely.

It’s a simple idea. Make the road physically impassable until the pedestrian has crossed. The driver doesn’t need to see the sign. The driver doesn’t need to be paying attention. The driver just needs to not want to drive into a bollard.
